Do I have to enter scores with a cell phone?

No. Scores can be entered through the website after the round is complete.

GolfStakes will ALSO calculate ALL side games after scores are entered. It will EVEN calculate games with X down autos and apply presses when they would qualify. This works excellent for golf trips where several players have side games amongst each other and cell service is not available or a player in each group does not want to enter scores.
